A: An Encroachment Permit is required whenever work is to be performed within the street of alley rights-of-way in the City of Newman, as stated by Ordinance No. 209, 8-26-1958.

Q: When are City Council meetings held?
A: City Council meetings are held on the 2nd and 4th Tuesday of every month.

Q: How high can I build my fence?
A: The maximum height is seven feet.
Fences occupying the side or rear of the yard area may be up to seven feet high, (with an approved building permit) measured from the highest finished grade from any adjoining and subject properties, given the following:

  • The fence does not extend to the front yard.
  • The fence is no closer than 10 feet to the street side curb-face or beyond the property line, whichever is closer to the street. If it extends into the public right-of-way or easement, the fence shall be subject to review, approval and restrictions and limitations as described in NCC 5.23.060 (H).
  • The fence is not within 15 feet to any street curb-face within 20 feet of the intersection of an alley and street right-of-way line.
  • The fence is not over 36 inches high above the curb on a corner lot within a triangle formed by the curb lines and a line connecting those lines from a points thereon which lie 40 feet from the intersection of the curb lines. Click here for example.

Fences in the front yard may not be higher than 42 inches, measured from the highest finished grade from any adjoining and subject properties.

  • Fences with visual clearance (such as chainlink) may be allowed up to four feet in height, subject to staff approval.

Graduated Fences
Graduated or step-down fences are subject to the following requirements:

  • In order not to obstruct the visibility of one's neighbors, an invisible horizontal line will be drawn from the nearest corner edge of House A to the nearest horizantal line of House B. Where the lines intersect the property line, at that point forward the fence shall not be higher than 42 inches.

Q: How do I contact City Hall?
A: City Hall is located at 1162 Main Street. We are open Monday through Friday 8:00 AM to 5:00 PM (excluding holidays). You can contact the office by calling (209) 862-3725.

Q: How do I sign up for utility services?
A: To sign up for utility services, you must come to City Hall 1162 Main Street, pay a $25 activation fee, pay a $150.00 deposit and show legal proof of residence; a renter's contract or grant deed is preferred. Utility services cannot be set up over the phone.

Q: When is my utility bill due?
A: Bills are due on the 10th day of each month. (If the 10th falls on a weekend or holiday the bill is due the last business day prior to the 10th.)

Q: Where can I pay my bill?
A: There are three easy ways to pay your bill:

  1. Mail your payment to PO Box 787
  2. Use the City drop box located in front of City Hall
  3. In person at City Hall

Q: Can I pay over the phone or online?
A: No. We do not currently accept payments over the phone or online.

Q: Can I pay my utility bill with a debit/credit card?
A: Yes. You can pay your bill using a debit/credit card in person at City Hall.

Q: What do I do if I do not receive my billing statement in the mail?
A: Unfortunately we have no control over the billing statements once they go out of our office. If for some reason your billing statement is lost, it is your responsibility to let City Hall know. We can tell you how much you owe and you can pay in person. The bill will be due on the 10th of the month regardless (no exceptions).

Q: What do I do if my service has been disconnected?
A: If your services have been disconnected, you must go to City Hall at 1162 Main Street to have them reconnected. There will be a $25.00 reconnection fee plus a $150.00 deposit. You must also pay the past due amount. If you do not have any more late payments, the deposit will be credited towards your bill after 18 months or returned to you upon moving.

Q: Who do I call if my garbage did not get picked up?
A: All calls regarding garbage service should be made directly to the City of Newman at (209) 862-3725.

Q: Who needs a business license?
A: Anyone conducting business within City Limits must obtain a business license.
Including but not limited to:

  • Retail and wholesale business
  • Any contractor doing business within the City
  • Soliciting or peddling
  • Delivery vehicles or merchant patrol services
  • Business operating from a home

The Business License fiscal year is from July 1 to June 30. License payments are to be paid in advance annually and are due on the first day of July.

Q: Should I notify City Hall if I move?
A: Yes. You will continue to be billed; your utility services will not be stopped unless you notify City Hall.

Q: Does the city have a Brush Pick-Up Program?
A: Yes. Brush pick-up begins in November and ends in March.

Q: When does water conservation occur?
A: Beginning in April and ending in November, you cannot water your lawn/landscaping between 1:00 PM and 6:00 PM.

Q: Do I need a license for my bicycle?
A: It is not required that you obtain a license for your bicycle, but the Newman Police Department
strongly encourages that you register your bicycle. Registering your bicycle will help the police department track it down in case it gets lost or stolen.

Q: How do I report loud music, radio or cars?
A: To report loud music or any sort of nuisance, call the Newman Police Department Dispatch at
1-800-273-4911.
